Governor Brad Henry
VI:1
Brad Henry, a Democrat, was officially sworn in as Oklahoma's twenty-sixth governor on
January 13, 2003.
A third generation Oklahoman, Governor Henry was born in Shawnee, Oklahoma. He attended
the public schools there and graduated from Shawnee High School. He later attended the
University of Oklahoma as a President's Leadership Scholar and earned a bachelor's degree
in economics in 1985. He was awarded the Letzeiser Gold Medal Award and was named the
Outstanding Graduating Senior Man. In 1988 Henry was awarded his Juris Doctor degree
from the University of Oklahoma College of Law, where he served as managing editor of the
Law Review.
Henry returned to Shawnee to practice law with his father, Charles, and start a family. He
married the former Kim Blain, a Shawnee schoolteacher, and the couple has three daughters,
Leah, Laynie and Baylee.
Before his election as governor, Henry served ten years in the Oklahoma Senate, chairing the
Senate Judiciary Committee and serving as vice chair of the Senate Economic Development
Committee. As a gubernatorial candidate in 2002, his campaign themes focused on
strengthening education, providing quality health care, and ensuring greater economic
opportunities. His refreshing approach connected with voters. Henry surprised many political
pundits, winning the election in November 2002.
Governor Henry took office in the midst of the worst budget crisis in state history, but forged
a historic bipartisan agreement among legislative leaders that shielded education and health
care from massive cuts. He also successfully fought to let voters decide whether to establish an
education lottery to benefit the state's classrooms; voters overwhelmingly passed the lottery
in November 2004. Additional highlights during his first year in office include augmenting
early childhood education, medical malpractice tort reform, sensible restrictions on public
smoking, zero-based budgeting, and a funding solution to retain the state's only level-one
trauma center.
Governor Henry's second-year agenda proved to be even more ambitious. Bolstering public
education, he crafted a five-year strategy to raise the pay of Oklahoma teachers to at least
match the regional average. Additionally, the governor successfully fought for a statewide vote
in which Oklahomans approved a tribal gaming regulation act that will add millions of dollars
into state classrooms while helping revive the beleaguered horserace industry.
Governor Henry also secured a state vote to fund several vital healthcare initiatives through
a modest increase in the tobacco tax. Approved by voters in November 2004, the measure
included targeted tax cuts, particularly an elimination of the capital gains tax on all Oklahoma
property held for five years or more. Additional second-year highlights included additional
tort reform, Medicaid screening for breast and cervical cancer, voluntary relocation assistance
for the troubled Tar Creek region, expansion of preschool programs, and a landmark anti-
methamphetamine law that has become a model for the rest of the nation.
Despite the demands of office, Governor Henry remains a committed family man. The Henrys
have long been active members of the Shawnee community, participating in a number of civic
organizations and local causes. They are members of the First Baptist Church of Shawnee,
where both serve as Sunday school teachers, and the governor is an ordained deacon at the
church.

Office of the Lieutenant Governor
VI:1
Mary Fallin, Republican, began making history in Oklahoma in
1994 when she was elected the state's first woman and first Republican
lieutenant governor. She was reelected in 1998 and again in 2002. Fallin
has transformed the office of lieutenant governor from ribbon-cutter
to one of substance. During the past eight years, she has pursued an
aggressive agenda focusing on economic development, education,
health care, and government reform. As lieutenant governor, Fallin has
worked tirelessly to promote economic grown in the state, especially
among small businesses. She has taken on the rising cost of health
insurance and alleviating excessive government regulation. She continues to travel the state
to encourage Oklahoma communities to pursue jobs and growth.
In 1997 Fallin addressed Oklahoma's skyrocketing workers' compensation cost. The Fallin
Commission on Workers' Compensation Reform recommended sweeping legal changes to
the workers' compensation system that were adopted by the Oklahoma Legislature. Fallin also
has advanced the issues of women business owners and lends her support and time to events
and projects associated with the National Association of Women Business Owners and other
organizations that strive to improve the status of women in the workplace.
In the aftermath of the Oklahoma City bombing, Fallin formed a task force to rebuild the
childcare center lost in the disaster. The effort culminated in the summer of 1998 when the
YMCA Heartland Care Center opened its doors. Fallin's concern over gun violence and gun
safety prompted her to initiate Project Homesafe, a program that has distributed more than
80,000 free cable gun locks to Oklahomans. To further promote child safety, Fallin launched
a child safety program in September 2002 that resulted in the distribution of 8,000 free child
care identification kits and provided all Oklahoma Wal-Mart stores and public libraries with
posters promoting tips on how to prevent child abduction.
To promote education in the state, Fallin helped found the "Reach for the Stars" banquet to
benefit the Community Literacy Center. In 2002 Fallin joined the federal Drug Enforcement
Administration and other women leaders in government to kickoff a national Club Drug
Awareness Campaign aimed at fighting club drug use and educating parents and teenagers
about the growing use and danger of club drugs such as Ecstasy.
Lieutenant Governor Fallin serves as president of the Senate and serves on ten boards and
commissions. Fallin intends to pursue additional workers' compensation reform as well as and
tax reform during the 50th legislative session. Fallin considers her greatest accomplishment
is being Christina and Price's mother.

Commissioner of Labor
VI:1
Brenda Reneau, Republican, is a native of Fort Gibson, Oklahoma,
and was sworn in as Oklahoma's first female labor commissioner in
January 1995. She was re-elected to a second term in 1998 and again
in 2003. Her platform for Oklahoma emphasizes widespread public
education of labor laws instead of narrowly focused enforcement.
Commissioner Reneau has a primary interest in working with private
industry to provide effective, long-term safety training programs
designed to improve the quality of life for Oklahoma workers through
reduced workplace injuries and lower workers' compensation costs.
Crucial to her mission, Commissioner Reneau set out to polish the Oklahoma Department
of Labor's tarnished, heavy-handed image. She launched an aggressive outreach program
in 1997 to inform Oklahoma businesses of the benefits derived from implementing effective
safety and health programs in the workplace. The constructive use of the department's OSHA
Consultation Division is estimated to have saved companies millions of dollars in workers'
compensation costs through the "Safety Pays" program.
Commissioner Reneau joined a coalition of business leaders and elected officials who worked
tirelessly in 2001 for the passage of "Right to Work." A "Right to Work" advocate for many
years, she convincingly argued that people have the constitutional guarantees of freedom of
association and own "the fruits of their labor."
As labor commissioner, Reneau oversees Oklahoma's labor laws to promote fairness and safety
in the workplace. The agency regulates wage and hour laws, enforces child labor laws, ensures
employers provide workers' compensation coverage, administers licensing for the asbestos
and welding industries, enforces asbestos abatement regulations, inspects pressure vessels
and amusement rides as well as other responsibilities.

Bob Anthony, Republican, won election to his third consecutive term
on the Oklahoma Corporation Commission in 2000, receiving more votes
than any candidate for state office in Oklahoma history. Anthony was first
elected to the commission in 1988 becoming the first Republican elected to
that body in sixty years and receiving more votes than any other Republican
since statehood. In 1994 Anthony became the first Republican incumbent in
Oklahoma history to win statewide re-election to a state office. He has now
served continuously as a state official longer than any Republican elected on
a statewide basis. In 1995 the FBI recognized Anthony with its highest award
given to a citizen who, "at great personal sacrifice, has unselfishly served his
community and the nation."
In addition to holding public office, Anthony currently is a member and past president of the
Economic Club of Oklahoma, a board member and past chairman of the Crown Heights United
Methodist Church, and serves on the board of Skyline United Ministry, and Leadership Oklahoma
City. Prior to joining the Corporation Commission, he served on the boards of Bank of Mid-America
Inc., Dale Rogers School for Retarded Citizens, Kirkpatrick Center, Leadership Oklahoma City,
Liberty National Bank, Oklahoma State, Oklahoma City, and South Oklahoma City chambers of
commerce, Oklahoma Historical Society, and the Oklahoma Science and Arts Museum. Anthony
has also held positions with Children's Medical Research Hospital Hospitality House, Leadership
Oklahoma, Oklahoma City University, O.I.C., and the YMCA Contact.
Anthony graduated with honors from Casady School in 1966 and holds a BA from the Wharton
School of Finance at the University of Pennsylvania. He has earned a MSC from the London School
of Economics, a Master of Arts from Yale University, and a Master of Public Administration from
the Kennedy School of Government at Harvard University.
Anthony rose to the rank of captain in the United States Army Reserve. In 1972 he was the staff
economist for the Interior Committee of the U.S. House of Representatives, and in 1976 he served
as a consultant to the U.S. Library of Congress. From 1979 to 1980 he served on the City Council of
Oklahoma City as Ward 2 councilman and then vice-mayor.
In 1980, at age thirty-two, Anthony succeeded his grandfather and father to become the third
president of the C.R. Anthony Company. During his seven years as president, sales for the retail chain
increased from $256 million to $411 million. In this seven-year period, sales, payroll, employment,
and dollar profits reached all-time record levels, and the company was listed as the largest privately
owned firm with headquarters in Oklahoma. The family sold the company in 1987.
All four of Anthony's grandparents came to Oklahoma before statehood. His father was born in
Cleveland, Oklahoma, and his mother grew up in Enid, Oklahoma. He and his wife, Nancy, were
married in 1975, and have four daughters: Elizabeth, Christine, Suzanne, and Katherine.
Denise Bode, Republican, is only the second woman to serve as a
commissioner since 1907, when Oklahoma became a state. Appointed
by Governor Frank Keating, Bode took office on August 20, 1997, and was
elected in 1998 and again in 2004. Born in Tulsa and raised in Bartlesville,
Bode graduated from the University of Oklahoma with a bachelor's degree
in political science, where she chaired the University of Oklahoma Student
Congress. She earned a Juris Doctor degree from George Mason University,
and a Master of Law degree in taxation law from Georgetown University.
Bode worked for nine years on the staff of U.S. Senator David Boren as his

legal counsel, focusing on the areas of energy and taxation.
Before joining the commission, Bode served for seven years as president of the Independent
Petroleum Association of America (IPAA) in Washington, D.C. She preceded her service at IPAA as
a founding partner of a Washington D.C. firm, where she represented a broad range of businesses
ranging from cattlemen to life insurance.
Bode is considered one of the leading experts on national energy policy and infrastructure matters.
She was appointed to President George W. Bush's Energy Transition Advisory Team and has testified

As commissioner, Bode has been involved in the restructuring of the telecommunications,
natural gas and electricity industry markets. She chaired the hearings on alternative regulation of
telecommunications that resulted in the expansion of high speed Internet access across the state
and a reduction in fees for consumers. She defended the rights of consumers by requiring greater
notice against slamming, deregulation of electricity, and the imprudent purchase of natural gas
in the winter of 2001. Bode also has a key role in the area of security, having been appointed to
both national and state positions involving leadership in the planning for protection of our critical
infrastructure and essential services against terrorism.
Bode currently serves as chairperson of the Foundation of the National Association of Regulatory
Utility Commissioners (NARUC), and is a member of the Committee on Critical Infrastructure,
Consumer Affairs and Telecommunications for NARUC. She is also a member of the
Intergovernmental Advisory Committee on the Federal Communications Commission, and is chair
of the Subcommittee on Critical Infrastructure for the Interstate Oil and Gas Compact Commission.

Bodes have a home in Oklahoma City as well as a ranching operation in western Oklahoma.
Jeff Cloud, Republican, was elected to the Oklahoma Corporation
Commission on November 5, 2002, to fill the seat vacated by the retirement
of Commissioner Ed Apple. Commissioner Cloud's term concludes January
11, 2009.
Born May 21, 1961, in Tulsa and raised in Oklahoma City, Cloud earned a
degree in petroleum land management from the University of Oklahoma
in 1983 and a law degree from Oklahoma City University in 1991. After
graduating from OU, Cloud worked as a petroleum land man before being
hired by former Governor Henry Bellmon as his personal assistant during
Bellmon's successful 1986 gubernatorial campaign. Cloud also served in the Bellmon administration
until 1989.
Cloud then worked for Congressman Mickey Edwards before joining the general counsel's staff at the
Oklahoma Corporation Commission. J. C. Watts Jr., a former Oklahoma Corporation Commissioner
(19911995) employed Cloud as his top aide. After Watts's election to Congress in 1994, Cloud served
as Congressman Watts's district director and managed his successful re-election campaign in 1996.
In 1998 Cloud moved to Oklahoma City, serving as Mayor Kirk Humphreys chief of staff.
Cloud actively serves on the boards of numerous charitable and civic organizations including the
Oklahoma City All Sports Association, Oklahoma City University Law School Alumni Board, and
